Policy Proposals on the Recommendations of the Pension Commission (ASK) – DAV and IVS Present Their Position
The concrete implementation of these recommendations, however, involves numerous actuarial, financial, and regulatory issues. This applies in particular to the realistic modelling of capital market developments and life expectancy trends, the design of the statutory funded pension scheme, especially during the retirement phase, the assessment and management of risks, as well as the appropriate interaction between the three pillars of the pension system.
The objective should be to shape the forthcoming reform measures, together with policymakers, public authorities, and other stakeholders, in a manner that is sustainable in the long term, transparent, risk-appropriate, and actuarially sound. Achieving this requires technically robust support and guidance. DAV and IVS therefore offer to contribute their actuarial expertise throughout the further development and implementation process. As the professional associations representing actuaries in Germany, they possess many years of experience in the assessment and design of complex, long-term pension systems. This expertise is available in particular for the further refinement of the recommendations, the development of appropriate calculation and valuation methodologies, and the assessment of their impact on the individual pillars of the German pension system.
