DAV on the Care Reform Act: A Step in the Right Direction for Prevention—Further Reforms Are Essential
The German Association of Actuaries (DAV) e.V. welcomes the Cabinet’s decision on the draft Care Reform Act (PNOG) as an important step toward greater prevention and personal responsibility. At the same time, the DAV calls for a systematic approach to addressing the structural challenges facing the social long-term care insurance system. This requires a balanced mix of solidarity-based basic coverage, personal responsibility, and funded financing elements. It clearly rejects any financial equalization between private and social long-term care insurance. The association also rejects compensation measures—such as transferring aging reserves from private mandatory long-term care insurance to social long-term care insurance—in the event of a system change: Such an intervention in the collective aging reserve violates the fundamentals of actuarial calculations and substantially undermines confidence in long-term, funded pension plans.
