Approaches by the German Actuarial Association (DAV) to Ensuring Generational Fairness and Sustainability in Long-Term Care Risk Coverage

The federal–state working group “Future Pact for Long-Term Care” (Zukunftspakt Pflege), initiated by the Federal Minister of Health, was constituted in July 2025. Its mandate was to develop, by the end of 2025, key elements of a long-term care reform, including measures to ensure the sustainable financing and financial viability of long-term care insurance. The results are available on the website of the Federal Ministry of Health.

The German Actuarial Association was invited by the federal–state working group to contribute its actuarial expertise and model calculations to the deliberations and hearings of the Finance Working Group within the “Future Pact for Long-Term Care.” The DAV’s Health Insurance Committee was pleased to comply with this request.
