Proposals for a More Stable Premium Development in Private Health Insurance
Abstract
The report presents proposals developed by the Health Insurance Committee to support more stable premium development in private health insurance.
The first proposal focuses on reforming the mechanism for reviewing and adjusting premiums, for example, by redesigning the triggering factors. Another approach involves reserving a portion of the funds available for premium reductions during tariff changes and instead using that portion to help stabilize future premium adjustments. Additionally, the statutory premium surcharge could be made variable in amount and dependent on the age of the insured.
A further option for premium stabilization is to redesign the standard tariff in such a way that policyholders who entered private health insurance after January 1, 2009, also have the opportunity to reduce their premiums by switching to the standard tariff.
This report applies to the field of private health insurance.
It is intended to inform members and committees of the DAV about the current state of discussions and the findings achieved.
