Health Impacts of Climate Change

The report examines the health impacts of climate change on healthcare costs and benefit expenditures in private and statutory health insurance (PKV/GKV). It is aimed at actuaries and highlights their roles in product design, controlling, claims management, and premium calculation. The report was approved by the Health Insurance Committee on November 8, 2022.

Abstract

This report is an outcome report of the sub-working group "Climate Change" within the working group "Health Trends in Health Insurance." It addresses specific issues concerning the future health impacts of climate change on healthcare costs and the development of benefit expenditures in private and statutory health insurance (PKV/GKV). It is relevant for actuaries—especially in their roles as responsible actuaries and in the actuarial function—when performing actuarial tasks related to product design, controlling, claims management, premium calculation and recalculation in health insurance, as well as reporting under Solvency II.

Reports on findings are summaries of the results of work carried out by DAV committees or working groups,

  • where their application can be freely decided upon within the framework of the code of conduct,
  • that should inform discussion of the current opinion among actuaries or also among the broader public. 

As working results of a single committee, they do not, for the time being, represent any recognised position within the DAV and do not comprise any actuarial standards of practice. In this respect they are clearly distinguishable from any standards of practice.
